This is a proposed regional policy for review, not a verified statement of production availability or legal compliance. The operator, applicable laws and final configuration remain to be confirmed. Halyard is not publicly released; a proposed market scope is not a download offer.
The proposed eligibility rules are also discussed in the Terms of Service draft.
1. Proposed full restrictions
The United States and mainland China are outside the planned target markets. The proposed United States scope includes Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa and the Northern Mariana Islands.
The earlier draft also listed the following places for full restriction. Each requires confirmation of the relevant legal basis and the final product policy; this is not a claim that they all fall under one universal legal ban:
- North Korea
- Iran
- Cuba
- Syria
- Crimea and the Donetsk and Luhansk regions
Russia: the scope remains to be confirmed. No final full or partial restriction is asserted by this draft.
2. Proposed partial restrictions
Venezuela and Myanmar were listed for review of feature-specific limits, including third-party fiat access. The applicable restrictions and provider coverage remain to be confirmed. Fiat on-ramp is outside the current v1 scope; this draft does not claim that a live ramp is selectively enabled or disabled in these places.
3. Sanctioned persons
The proposed policy would address persons and entities restricted under applicable sanctions, including relevant ownership and control rules. Which laws and lists apply to the eventual operator requires legal review. This draft does not claim complete live screening or equate a community risk report with a sanctions designation.
Sanctions programs have distinct rules and can change. Consult the official OFAC program directory and other applicable authorities; this product draft is not legal advice.
4. Proposed enforcement and its limits
- Store geography: planned distribution settings require separate verification before release; no live store restriction is asserted here.
- Service geography: backend requests can be restricted using country information and configuration. This is not a guarantee that every request or network connection is blocked.
- Eligibility: any user declaration must form part of adopted terms and a verified product flow.
- Screening: any legally required list and enforcement policy need independent confirmation. Community reports and transaction warnings are different controls.
A proposed prohibition on circumventing adopted restrictions requires legal review. Restricting access to a hosted service is not the same as freezing or controlling assets held through a self-custody wallet.
5. Updates
Legal, product and provider decisions can change the final regional policy. The date on this page is the draft revision date, not the effective date of a restriction or evidence of a deployed configuration.
6. Contact
Legal contact and the responsible operating entity: to be confirmed. No verified channel for regional-availability questions is provided on this draft page.
